If it truly is up to the actors (not sure I buy this but whatever), then it seems a bizarre choice not to opt for actual liquid in there. Like, it makes it look way more real and believable and if you’re worried about spilling it isn’t like you have to fill it up the brim! That’s Hollyweird for ya I guess.
My pet peeve is obviously fake, un-cleared bong hits. Where the actor lights up the bowl, sucks in for the "bubbling bong" sound effect, then pulls away and starts on his monologue - while the bong sits there, in-scene, still full of smoke. I know at least 90% of Hollywood crew members have hit a bong at some point in their life so there's really no excuse.

Obviously the solution is simple: use vfx to put liquid INTO the empty cups. I see no way this backfires.
