Incidentally, I totally misread your original statement - I read it as the entire defense budget is 2/3 of the EPA annual budget, not that the the 1% increase is 2/3 of the EPA annual.

What's more interesting is that the EPA's budget in fiscal 2024 was ~$9.2 billion, or a bit over one-tenth of the annual military budget.
